19 December 2023—In a landmark move towards promoting effective migration governance and safeguarding the rights of migrant workers, the University of the Philippines (UP), through the UP-CIFAL Philippines, and the Department of Migrant Workers (DMW) have signed a Memorandum of Agreement (MoA) to formalize their collaborative efforts.
The signing ceremony took place on December 19, 2023 at the Board of Regents Room in Quezon Hall, bringing together key stakeholders dedicated to the well-being and protection of migrant workers.
The partnership between UP-CIFAL Philippines, the United Nations Institute for Training and Research’s (UNITAR) Regional Center for the Asia-Pacific, and the Department of Migrant Workers signifies a commitment to collaborate on research, capacity building, and other related activities focused on labor migration and development, gender equality, and the 2030 Agenda for Sustainable Development.
The memorandum of agreement signatories were UP President Angelo Jimenez and DMW Officer-in-Charge Hans Leo Cacdac, with Asec. Mario Perpetuo Socorro T. Zinampan, Asst. Secretary for Policy and International Cooperation, representing USec. Patricia Yvonne Caunan, and Asec. Venecio V. Legaspi, Asst. Secretary for Reintegration, witnessing such a momentous occasion.
Dr. Michelle Palumbarit, Director of UP-CIFAL Philippines, expressed enthusiasm about the collaboration. OIC Hans Leo Cacdac, echoed these sentiments, emphasizing the importance of a multi-stakeholder approach and the government’s commitment to the full protection of overseas Filipino workers (OFWs).
The signing of this MoA marks a significant step towards a more coordinated and comprehensive approach to addressing the needs and rights of migrant workers. The partners look forward to a fruitful collaboration that will contribute to the creation of a more humane, just, and sustainable migration system.
